Due to this ambiguity, SG11 Fantasy doesn't allow residents of Sikkim, Assam, Odisha, Telangana, Nagaland, Meghalaya and Andhra Pradesh to take part in pay-to-play contests. If you're from any of these states, you won't be able to participate in contests where there's a fee involved, and consequently, won't be eligible to withdraw any winnings.
